This is a beautiful handmade tutu. It is blue and white for all of you Penn State fans out there!  Not a Penn State fan? That's OK!  We can make tutus in your favorite team colors as well!  You will get to choose 2 colors at checkout. Please see our tulle color chart.  This tutu is size 4T and will fit a waist size of approximately 20 inches with room to grow. We use the softest tulle and an elastic waistband.  Tutus are wonderful for make believe play. They also make beautiful costumes!
